Insert to list delinquent taxpayers

The names of more than 13,000 residents and businesses who are delinquent in paying their real property tax are listed in an insert to home deliveries of today’s Pacific Daily News.

The Department of Revenue and Tax Real Property Tax Division published the special insert that contains the 2006 real property tax delinquent list and notice of sale.

Guam law requires the department to give notice that all properties appearing in the 2006 Delinquent List, shall be sold, effective 6 p.m., Aug. 20, at the Department of Revenue and Taxation.

The list, however, includes payments made after July 10.

The list is available for public review at each village mayor’s office and at Rev and Tax’s Real Property Tax Division in Barrigada.

Many years ago, a local newspaper published a similar list for an area town. I thought that it was a gold mine. In my mind it was like a Multiple Listing Service listing that said “Owner in trouble, make an offer, any offer.”

I could pick my way through the list, calling who I wanted and finding out about their situations. The list gave Name, Delinquent Property Address, Amount Owed, and Case Number. The only thing I had to look up was the telephone number.

Almost all said that the monies had either been paid or were going to be paid. That is good. You can just imagine what would happen if a high percentage of the population were to lose their homes each year to taxes. There would be blood in the streets.

This is a good time to ask if the owner has any interest in selling.  Coach Mitch’s famous $1 Option is the tool to use, unless you happen to have buckets of cash.
